The government only redraws riding boundaries to suit itself to a certain extent. The problem is, and here it is Alberta, BC and Ontario that get shafted, that too many of the rules regarding representation are unwritten constitutional agreements and conventions guaranteeing certain provinces more than they deserve -- that's why the numbers have to increase if certain provinces are entitled to more seats. No province, for instance, can have fewer MPs than it did senators in 1982 (hence PEI gets 4 MPs) and Quebec will always have approximately 25% of the seats regardless.

As to McDonald's they do pay for it and this is the one area in which Stats Can turns a profit.
